How can a non-ideological criminal justice policy be created? Do your best at describing one. It would have to be constitutional, of course, so spell out your jurisprudence, but most of all, do NOT base it on any of the historical or existing ideologies, like deterrence, incapacitation, retribution, rehabilitation, reintegration, or restoration. Create something new. The goal of being non-ideological is to minimize or eliminate political gain and moral meddling; i.e., something everyone can agree on keeps the criminal justice system from being subject to fringe science, keeps criminal justice policy from being subject to knee-jerk reactions, and doesn’t support the personal agenda of any vested interest group.
