Attached are readings that must be used within this essay.Since these pieces address different aspects of policy design think in terms of the following:1–The Big Picture versus Pieces of a Puzzle. Think in terms that you are designing a program, a policyfrom the very beginning. You are normally seeing something after it is completed, and how you areasked to evaluate it: This is different. Here you are at the very beginning where you need to makechoices about what goes into a policy or program. If you look at the Affordable Care Act (ACA) gettingoff the ground—and the problems of trying to get enrollment through the Internet—well that’s onlypart of a larger puzzle. With more people (eventually) to be insured how will hospitals handle them?What will happen to premiums? As the ACA gets fully implemented what additional problems will needto be addressed? So, you are stepping back and looking at the whole, the big picture—which is not easyto do.2–“Policy Design” means what? Usually this might be the first question, but it may grow out of the firstquestion. Now, as you think through the first question, you begin to imagine all the choices anddecisions that go into policy design.
